A California where animal-protection laws are enforced with the same rigor and resources as any public-safety statute — so uniformly that cruelty is prosecuted from Crescent City to Calexico, trafficking is stopped at the borders, shelter intakes decline because abuse is prevented upstream, and the Bureau becomes the national model for data-driven, statewide accountability.
